Augusta, ME Freq Question

I am receiving 160.800 NAC 293 with a continuous 1000hz tone with +/- 5khz deviation.
The signal is 100% quite in Augusta around the Civic Center and 95% quite 10 miles east of Augusta.
I know that 160.800 falls in the RR Band but, this is P25 with a NAC 293 and it is not encrypted. Anybody aware of some agency doing testing North of Augusta?

Signal captured with 2 different pro-106s simultaneously at different locations 10 miles apart

A check of FCC Licenses shows WQQN981, State of Maine, MSCOMMNET Project. Location of Transmitter: Enterprise Drive Augusta. The system is currently under test. This Frequency is on my list which was updated about a month ago and the license was effective as of 02/05/2013. Thanks for confirming it for us.
