Aurora PD Question

I have a question about aurora pd in portage county last night at about 4 am i was listening to them and i heard what sounded like a mdt transmission on 159.1350 or was this a vocie scrambler? i could hear what sounded like vocies on the other side of the transmission. :?:

It could very well be some type of encryption.
