Avon/Neptune City PD going P25?

Greetings and hope everyone had a safe Independence Day.

I've noticed that the PD dispatch channel sounds like it's crossbanding with the County 700 MHz P25 system. Their VHF channel has that telltale, lousy digital audio quality with certain units. Are they doing a slow migration to the P25 system and leaving High Band? Just curious if others have noticed the same thing.

I heard 2 Avon unit's asking county for radio check's. They seemed l/c, in their brief comm's.
