Both MCSO and Surprise PD are on the county's Motorola Trunked Radio System. Your BC92XLT is not capable of following this type of system. Take a look at

Surprise PD is analog on the trunked system, so any low-end "TrunkTracker scanner" (available for about $130 on up) will do. MCSO, on the other hand, uses Digital talkgroups which require a digital scanner to monitor. A digital scanner (new) is around $500.
Your BC92XLT is capable of listening to non-trunked activity in metro Phoenix, including Phoenix Fire and most other valley fire departments, including Surprise FD.
