AZWINS TG 1010

I'm getting a fair amount of traffic on AZWINS Talkgroup 1010. It is near known DPS talkgroups. They have been talking about on and off ramps. Does anyone know who this is and what the TG Name might be?

I noticed this today too. Talkgroup 1010 was patched with AZWINS talkgroup 1103 ADOT Phoenix Traffic Operations Center. I'm wondering if 1010 is a DPS TAC channel that they were using to communicate with ADOT for the VP visit today. I did not catch a channel name.
