I'm just realizing that Baltimore City changed their radio system.

I'd be very grateful if someone could share a functioning Balt City .p96.

I have a functioning Washington DC .p96 file that I could trade.

In there you will find a pic of Win96's settings that was uploaded by one of our members. However no matter what you use I think you're going to find hearing the City system - reliably - is going to be a hit and miss situation. The wiki goes into some details about the issues.
