Your set up look right to me... let's check few more things:
1. On the Settings/Weather page for WIN96-check to make sure that you don't have Global Attenuation set to On--from Charles St, it shouldn't matter, but you never know.
2. Check your Squelch knob--it's a stretch, but it could be all the way over to MAX--the mid-way point between Max and Min should be fine.
3. Lastly, see if moving the scanner to another room helps--you might just be in a bad spot in your house.
