Antenna is a 32 MHz dipole at 35 ft. on a HackRF and a BCT15. Band seems open to about 40 MHz.

Yup the band is up indeed. Here in Calgary, Alberta Canada I'm receiving EMS/FD calls loud and clear from the Eastern USA on frequencies such as 33.8200, 33.9000 right now. This phenomenon appears to happen every year around this time of the year.
