BCD325P2/BCD996P2: Banks stuck on hold

I just programmed a 996P2 with 10 banks. All banks are unlocked and show as active along the bottom.

It is scanning bank 1, (system) and it stays there. The HOLD is flashing. If I lock out bank 1, it will start scanning zone 2 with HOLD flashing. If I hit HOLD, it stops scanning but it is not scanning across all banks.


EDIT: DISREGARD, factory reset fixed

Press and hold "hold". When flashing means system hold is applied.
