base scanner antenna thats supports 27 mhz transmit

Something like this small Discone with a sort of resonant whip for CB will not get far on CB. You can use a diplexer and transmit on the CB while receiving on the same antenna at the same time. There are a number of diplexers that have a port for HF to 30MHz for the CB, then another port that takes over somewhere below VHF and continues on up for the scanner. You can run quite a bit of power on CB transmit and not bother the scanner.

If you transmit on your CB when the scanner is connected - you're going to fry the scanner.

Right. He didn't mention using a Diplexer. Wonder if that's in his budget?

Depending on you antenna height and how far you want to be heard, even a decent 1/4 wave will do a reasonable job withour great expense.
