Can anyone identify the top mounted antenna in this picture with the long radials? The antenna on the lower right I believe is a VHF Highband (or maybe UHF) Stationmaster based on the design. I figured the top antenna is the low band VHF Stationmaster, but after some internet research it seems the low band Stationmasters (1142 series) didn't come with radials, plus the radiating element on this antenna differs from the low band Stationmaster design. Maybe an 11 meter ground plane?

The tower itself is in a state of disrepair located in a neglected backyard now owned by an adjacent gas station, so it's hard to know whether the original setup was for ham, CB or commercial. Any help would be much appreciated!

The top antenna appears to be an Antenna Specialists half wave VHF lo band. I forget the model # but there was a discussion about them in the last year or less. Might be a model ASPA-2010.

Thank you for the identification; found the old thread about this antenna model.

I suppose the high band stationmaster on the side of the tower would be worth salvaging, but maybe not so much for the low band ASP. What might have been the design reason for (apparently) no radials on the stationmaster lowband VHF antenna?

The antenna down on the side of the tower is a VHF hi band and it has three quarter wave radials. The top antenna is not a stationmaster and it also has three quarter wavelength radials. Are there more antennas on the tower not shown in the picture?
