Very loosely baud rate is the number of bits sent per second over a serial communications link. More strictly, it's the number of signal or symbol changes per second (note that each change may represent more than one bit using modern techniques so the baud rate may be much lower than the actual bit per second rate).

Any idea what I would need my baud rate set at for the NC VIPER system, or where could I look to find that info?

It is a P25 trunking system, the control data is sent at 9600.

On a scanner just set the mode to P25, the radio will do the rest.
