Bay, Midland and Tuscola County 911 upgrade set to usher in new era of emergency response | MLive.com

In essence:
Bay, Midland and Tuscola counties have allocated roughly $1 million to convert their current 911 services to a digital, server-based system. That way, if services are interrupted, or if a call center becomes overwhelmed with a high number of calls, the new service automatically shifts calls to a dispatcher in a neighboring county, saving precious time in an emergency.

They apparently are using it as currently they are using statewide 3 to have one call center reporting incoming calls to the other.
First time I heard this being done for this.

One assumes down the road they will most certainly use a new mutual talkgroup added since they wouldn't want to use statewide 3 all the time.

    Two weeks ago, Randy Miller, the county’s director of emergency services, said the vendor that provides the county’s 911 phone system is going out of business by the end of the year. Now, Huron will join Midland, Bay and Tuscola counties as part of the Great Lakes Bay 911 Consortium.

Ron,
I heard several of those calls between Midland and Bay Counties. On the last one, Bay County said their phones were back up. So that wasn't an everyday situation.
