bc 142xl wont program to excat frequncy!!!!!!!!

hello i am new here! i have a hand held uniden ' old ' sport cat.i just piced up a { BC 142XL } base scanner. most of the freqencies i program come in with moderate noise with the call. not a low signal mind you! a signal that is not quite on freqency! it has 10 channels only at one time.it has a singel digit.you stop it press manual for the digits you want to program. enter 1 digit at a time.then you press enter then press review.it gives you the freq. back 1 digit at a time. ok! what i realised is it wont take the exact freqency.my local pd is " 460.4125 ". the base will only accept " 460.412 " it will not accept the last digit of" 5 " hence sounds like it is off freq. now my handheld {sportcat 150 } accepts the proper freq. and side by side on a call comes thru the hand held is loud and clear,the base is nosiy scrachty mixed in with the call. all that being said if any of this made sense, i live 2 blocks from the local pd. i have a pd about 5 miles away comes in on both of my scanners loud and clear on the excact same freq. of { 154.430 } i realise the the 142 is old and out dated. is there any way to internally or externally adjust or eliminate this problem.thanks for your time and any help i can get!
