The 250D has to have the card to be digital. Plus make sure the system you want to monitor is 3600 baud because the 250D doesn't do 9600.

All that aside, I love my 250D. It isn't difficult to program and reception and audio is good. I don't have digital so I can't say anything on digital audio quality. My suggestion befroe you spend $250 to $300 on the scanner then another $200 or so on a card, buy the 296D. Same radio exccept it does both 3600 and 9600 baud digital systems for about about the same price unless you are getting a deal on the 250D.

I would suggest getting some software to program the scanner with. I programmed my 1000 channels by hand, not including all the talk groups most of which had alpha tags. Took me a few days. Very slow, but it can be done. Software makes it so much easier.
