I have programmed it with Butel's ARC536~pro software . it Scans fine and all

when I press (./no ) (12) ( E/Yes ) to Disable a active system it works .

however it will Not turn On a system , it says it should in the manual , just like my
396xt ??? Any help is Greatly Appreciated

Have you come across this one ? i program the 436hp with the cable
all systems are Active and scanning , i turn them off 1 by 1 they won't come back on

doing : 2.xx e/yes..nothing to scan ?

You have to have a DEPT ON before a system will come on.

Try : 2.xx.xx e/yes first to get the DEPT level turned on, then you can do 2.xx e/yes.
