If you're looking for a BC796, check the US stores. Most do not care if you have a licence with the possible exception of Communications Electronics in Ann Arbor. Grove Enterprises and Scanner Master are two very reputable dealers who offer service to Canada.

ScannersUnlimited is also reputed to have great service and ships to Canada. I haven't dealt with them yet but reports have been all positive, and they'd be on my "short list" .
