As a former BC resident I am wondering if it is pretty much non-scannable as far as police is concerned or maybe other public safety as well. I dont see much, if anything, on here anymore.

RCMP are slowly going to P25. Vhf conventional encrypted, but outside of the lower mainland most fire departments and BCAS are still conventional Vhf analog. There is also MoF, and MoT, that are also conventional Vhf analog.
The CREST trunked system that covers the Victoria area is also interesting to listen to. The fire departments on the Lower Mainland WARS system are still all analog
Not sure where the B.C. scanners hang out but it's not RR. Even the Scan BC website is very dated.

So far the RCMP have implemented P25 enc in the Sea-to-Sky Corridor, Most of Vancouver Island central / south, Penticton and Merritt. Sounds like Kamloops may be next. Most, if not all of the tactical comms are P25 enc.
