Yes the Repeater itself (as already stated) is programmed the Reverse of a Portable/Mobile.
Again these types of documents are for the END user with a Portable or Mobile or even SCANNER
IF the document was for the RF Tech (COM-L or COM-T) and specifically talking about programming the Repeater, if your CLEARLY state this on the document, so as to not confuse the COM-T or COM-L who is designing the network.
Otherwise it's properly designed for a Scanner
You program the RX and if close enough or want to listen to the Aircraft on the input you program the TX
Being a HAM has nothing to do with knowing the design aspects of the network.
I would recommend getting an Old "Police Call" as it broke down Repeaters, Simplex etc quite well from the needs of a Monitoring Hobbyist.

yeah, I was wondering about that. Because the the map said mobile and that would be correct but wouldn't the repeater sites be the other way. Listen on Tx frequency? I tried listening to the color coded repeater sites on Tx and nothing. Weird.
