BC125AT Brand New never says a word

I just got this scanner Sunday. I read the manual (which isn't very well written), and I watched YouTube programming videos also.

Not sure what I am doing wrong, but I've heard virtually nothing from this scanner.

I programmed in Brookfield Wisconsin (Waukesha county). 155.880. I also set the CICSS/DCS to CTCSS and 85.4hz (I'm not sure if this is correct). Not sure what DCS should be set to, I may have set it by mistake. Not sure if I should select 'CTCSS/DCS Search'. Haven't found any information on what this should be set to.

I also programmed other near by cities, I have 7 total. Never hear a thing from any of them. Just see BANK 1 Scan.....Scan....Scan.... It's just scanning bank 1 which is where my frequencies are saved.

Maybe once every hour it will stop on a channel and I hear static but nothing else.

It's a BC125AT - Brand new.

Quick Test, can you get the Weather on it ?
162.4000 - 162.5500 Mhz ?

If not then the radio/antenna is bad

Well, 155.88 is listed as being Siren control telemetry. I would never expect to hear voice traffic on a channel labeled as such, as that is data.

It looks like the majority of your area PD/FD are dispatched on a trunked system which the BC125AT won't follow. I'd put in other conventional stuff from this page (other than the one(s) marked as data): Waukesha County, Wisconsin (WI) Scanner Frequencies and Radio Frequency Reference

Pay attention to the notes on that page. If it says something like "Police and fire dispatched by WCC" that means those agencies are on the trunked system.
