BC15X Flashing screen

The backlight on my BC15X flashes intermittently. I have the power currently connected via the cigarette adapter. It appears to flash randomly with no specific time between flashes. I've changed the backlight settings from high, medium, and low with no change to the flashing. I have all the Beartracker features turned off. I'm at a loss for what to do next.

From the Easier to Read BCT15-X Scanner Manual

Emergency Alert (Motorola/EDACS only) sets how your scanner handles IDs that have the emergency flag set. The default setting is off.
Scroll to 'Emergency Alert' and press E/.
Scroll to 'Set Alert Tone' and press E/.
At 'Set Tone' scroll to the alert (Alert 1-9 or Off) and press E/.
At 'Set Level' scroll to 'Level 1-15 or Auto' (the scanner sets the alert beep to the master volume level) and press E/.
Scroll to 'Set Alert Light' and press E/.
At 'Set Alert Light' scroll to On, Slow Blink, or Fast Blink and press E/.
Press MENU to return.

Nope that's not it. It flashes even when there are no transmissions. I double-checked my programming already.
