What scanner to use would be be dependent on a number of factors.
Which system or systems are you trying to monitor? Are any of them digital? The database can give you those details.
Are you also interested in coverage of other bands, such as mil-air?
And the biggie, what are you looking to spend?

i will be monitoring analog trunked systems i am not looking fot mil-air,i will be monitoring south carolina highway patrol.

The Radio Shack Pro-97 or Uniden BC246T would both be good choices for the uses you've stated. Both are around $220, but the Pro-97 goes on sale for (I think) $180 every few months.

If you're looking for cheap, a used Radio Shack Pro-95 can be had for around $100 (or even less). I have one of these, and it's a great scanner with good loud audio and alpha tags.
