Is there any programs out like Don Starrs to add Freqs like more of the 700 band or the 956-1300 Mhz area?

There's nothing special about Don's programs that lets you do that. The scanners accept frequencies from the port that they don't accept from the keypad. If the Uniden scanners work the same way, any software that allows you to upload frequencies will let you upload some that are out of the normal ranges.

IOW, it's entirely up to how the scanner was designed.
