Tone Out only works on Conventional Frequencies.

If my name was Pete Rose and I was a betting man I would bet whichever agency you are trying to use with Tone Out has a VHF/UHF frequency allocated to simulcast the Trunked Radio System Alerting/Dispatch Talkgroup.

For more info on Tone Out HERE is a good site with info.

99.9% of the time this holds true, but we have at least 1 agency that sends 2-tones only over an EDACS system in Texas. No conventional frequencies associated with it.

EDACS uses analog channels---not digital. Two-tone paging doesn't work well over digital.
