BC346XT help with EDAC system

My problem is that I keep getting a short pause during a transmission. It seems to come every 5 second, so I miss part of the transmission. It is very frustrating. I called Scanner Master where I bought the scanner and they said that the Close Call option is enable but after reading the manual and learning how to turn off the Close call option I'm still having the problem. Does anyone know what is going on? I live in Florida in Volusia county and listen only to the Volusia County Public Safety EDAC system. I use the Freescan software to program my scanner.
