Can I program a EDACS Networked Standard system into my old Uniden BC785D scanner. And is this system the same as a Wide Band EDACS system?

Biggest problem with the 785D is it cannot be reprogrammed for re-banded operation.

But it does have better sensitivity in Air Band and VHF than some of the newer digital scanners. So consider re-purposing it if it cannot support what you need it for.

Yes, it will work. There's no 'rebanding' since EDACS doesn't have a standard bandplan of channel numbers vs. frequencies.
