If I lock out a talk group in the ID SCAN mode, does that also lock it out from the ID SEARCH mode?

Yes, according to the manual under ID Lockout.

Another interesting issue w/ the 796/296 - when you lock out a specific talkgroup in one TG list....if the same TG is also included in another list, it will effectively become locked out as well. Seems to be no way of avoiding this.

Yes and No,

The BC796D will skip a L/O in ID SCAN but in ID SEARCH
only the audio is muted. It will still stop and wait until the transmission
stops before continuing to SEARCH.
