If I'm remembering correctly, It's MENU-3-4-Select OFF for Enter Lock.
That's MENU - System Options - Enter Lock - Select OFF.

Enter lock stops frequencies from being manually entered and overwriting while you're scanning. Since the scanner has practically one-touch programming it's a useful feature... till you forget it has it. :)

I've done those choices and still getting a Enter Lock.
I can not enter a freq nor a talkgroup ID.

I'm sorry that didn't work. If you already used the menu (3,4,2) to turn off the enter lock, then you have a more complex problem that eludes any further recommendations from me without seeing your scanner and what method you are using in attempting to program your 796D. (The following is a "tongue in cheek" recommendation.) You might want to contact UNIDEN tecnical support. I honestly hope that you will get this frustrating problem resolved. If push comes to shove, return it for another unit, if a warranty is still in effect. I do wish you well, for whatever that is worth.

I ran the program to add freq's and talkgroups that comes with the unit and it installed fine. So I'm thinking bringing the unit back to all zero's and starting again

GREAT! I hope you can now enjoy your scanner. It is difficult to help someone troubleshoot problems without actually seeing the scanner and the settings. However, as I am certain you know, we are all here to help each other. Sometimes we do, sometimes, not.
