BC796D ID Scan Banks

This unit is a recent EBay purchase. When I got it I did not have a data cable so I manually programmed a few conv freq and 3 area p25 trunking freq. Along with some tgid's.
After getting the cable I updated the firmware from Uniden and used ProScan with the RR database to program this scanner. Now the problem......
I'm using banks 1-7 for p25 800mhz systems. I am using the same tgid list for all 7 banks but when scanning it will only scan bank 3 tgid's. I tried several times to use the ProScan software to turn on the other banks but it will not turn them on. Bank 3 lists turn on and off no problem. I cannot find a way to turn them on manually either without software.
Please help.

Yes I read manual previously and I am unable to turn on any talkgroup banks, except bank 3 with those directions either. The scanner is acting as if the banks do not exist.
I believe they where working before the firmware update but as of yet I have not found an older version of firmware to try and install back to the unit for testing. I made a mistake of not getting the original FW version before the update.
