does anyone know if the bc796D scanner can be updated for a rebanded trunked system? and how is it done?

According to it's spec's Yes. Need to wait until the availability and method to update is announced here or here: BC796D : Uniden Bearcat BC796D email list It was originally estimated the end of this month, but I suspect that has slipped.

Last I heard, it will be in mid-Feb.
If it follows the other Unidens, you will get a series of values to enter into a table. How that table will be accessed I haven't a clue, but at least you will not have to send it somewhere. I would expect that, eventually, the popular software packages will catch up.

Seems you were fortunate to be scanning either an EDACS, LTR, P25, system or a Motorola system that did not require any of the new rebanding channels (that would have resulted in your scanner needing a custom band plan to determine the correct voice channel frequencies).
Most Motorola systems that reband will require a custom band plan.
