If you're trying to monitor the MPSCS digital system the 898 won't do it. You'll need a new digital scanner.

Maybe try ebay or craigslist, QRZ.com or QTH.com. Just some ideas..

Not positive if marquette area is on digital or not, heres the analog, usually they state on their anlog listing if they switched. I dont see that here:

Digital mpscs has quite a few so leads me to believe they may very well be on digital
Look for Marquette , do an EDIT FIND easiest Michigan Public Safety Communications System (MPSCS) Trunking System, Statewide, Multi-State - Scanner Frequencies
