Is there a specific USB driver for the 898T ? Have Butel software but won't connect ????

As far as I know, all the Uniden scanners use a serial interface, not a USB interface. I'm using several USB to Serial converters made by Manhattan Computer Products, which work well and just happen to use the same drivers as the Uniden USB to BCD396T, BR330T, BC246T, BCD996T, etc. Cable. (all the new ones after the BC296D/BC796D) You probably either need the most recent driver for your converter, or you need to look in the control panel, under system, hardware devices to see which serial port the USB converter is. If it is out of range (too high) you can change it to a lower numbered serial port.

No there's no USB driver for BC898T.

Have you tried to enable "remote" and set the baud rate prior to using Butel software?

Lookup on the upper left portion of the front panel. You will see remote.
Press remote and wait for the display to change. Use the VFO knob (aka big round knob)
to change the baud rate. When you set it to ... as example 19.2 press "e" for enter.
