BCD 396T Freescan Question

I am in Massachusetts and got a BCD 396T scanner today. I am attempting to program it and it keeps getting hung up on the MA State Police. It keeps programing it over and over in the freescan program.It keeps creating it as a new system after it finishes programing it as a previous system. Starts out programing MSP in group grop 4 the when its all entered it starts all over again programmimg MSp in group and so on, over and over till it reaches sysytem 20 and i stop it. It will not continue on to the other county locations I have set up to program into it. It just keeps going thru the MSP system over and over reprograming it till it says out of memeory when I try to stop it. MSP is Trucked not the APCO system that I am having the problem with. Any help is greatly appreciated.

Limits might apply to you-
Groups per system: 20 maximum
Talkgroups per trunked system: 200 maximum

You may be trying to program a system with multiple sites into the 396T. That scanner only supports one site per system, so to get them all in, FS has to reupload individual systems over and over again. You can avoid this by deleting all but one or two sites.
