If I'm reading this correctly, that would be the Ada county simulcast. If that will be the strongest site and closest to you, that's what I would do.
However, you have a couple of issues here - since this is a simulcast digital system, there will be a certain amount of distortion that you probably won't be able to completely resolve. The other issue is the fact that you have multiple sites. The 396T cannot handle multi site programming, so you are forced to allocate a system for every site you wish to monitor, and duplicate any talkgroup programming for each one. Messy but doable with some care.
I would jump down to the
Idaho forum and join up with the
IdaScan Yahoo group and start asking questions about ICAWIN. Be sure to let them know which scanner - and software - you are using. You might luck out with someone that can give you file(s) to start to learn about this system
