BCD325P2 and Ottawa P25

Quick Question.

Would the Uniden BCD325P2 be sufficient enough to monitor most of the agencies which are migrating from EDACS to the P25 system?

Yes the P2 refers to Phase 2 decoding, so anything in Digital not ENC will be monitorable, but seeing as not all user's have migrated yet until that time plug all the sites in and put radio in search mode and you will discover.
Like Vancouver our system is only evolving now, no one has switched yet to new system , lots of testing and proofing goin on, so don't even know whom will be digital or ENC,
