It is a system w/ TG's, but it has a NAC of 5C2. I can only choose 5C2 for Conventional system. What am I doing wrong?

You don't NEED to enter a NAC to receive the system.
Edit:
If you leave that field on "SEARCH", the NAC will display flashing during transmissions.

That is the Durham Site. It has a NAC. I can't do the NAC w/o doing a Conventional system.

But, There are TG's, not frequencies. So, That is where I confused.

There are frequencies shown in your post.
Build the system,enter the frequencies shown and add the talk groups.
Done!
Then just choose System Scan or Search,
It's all in the Manual here

They carry voice traffic too!
