I have downloaded a Digital Phase II System thru the ARC-XT Pro software version 2.2 build 2 and uploaded it to my BCD325P2 scanner but I still do not pick up any channels. It's my local law enforcement channels where I live. What am I doing wrong? Been fighting with this for over a year.

It would help to know where you are and what system you are trying to monitor.

I believe it was determined that Butel software incorrectly downloads P25 Phase II systems as "X2-TDMA". Check to see if that is the case, and if so, you'll need to change the system type to P25 Standard or whatever the equivalent is in ARC-XT software.
Do not use X2-TDMA system type, as that is not the same as Phase II. X2-TDMA was a proprietary Motorola system that no longer exists.

The system type is currently P25 Standard.............. I will pick up random traffic here and there, but maybe only 1% of traffic if that. Broadcastify is very busy with traffic. Thank you for the help

OK, First, read what @GTR8000 stated and make the necessary changes.
Be aware that any entry with the "DE" designation are full-time encrypted and cannot be monitored.
Perhaps you are too far away to receive all the transmissions?
