what does FMN mean?

If you mean "NFM" it means Narrow band FM

It shows on my scanner when I am NOT receiving a Control Channel.

I did. I thought my scanner supported the P25. And if it’s encrypted there’s no point. I tried other counties but still nothing.

It does, but not encryption. So its pretty much either find another thing to listen to, get an antenna that can pick up the next county, or send it back
