Are the new Bcd325P2's already upgraded, or do you still have to pay for it? Thanks!

You have to pay for NXDN and DMR as you should have to.
Good thing is if you do not need them you are not forced to buy them.
The big difference is Uniden Trunk Tracks NXDN and DMR Whistler only scans the voice channels so on a busy system you may miss traffic. But if you are not TRUNKING RADIO SAVY then the Whistler is your best option.

Upgraded how? Firmware? Paid digital modes? If the latter, no. You'll have to pay to unlock each mode you need or periodically check the classifieds for scanners offered second hand, sometimes with paid upgrades already installed. Welcome to the RR forums

If you are talking of Firmware Upgrades, these come from the factory to the dealers with whatever was current at the time. While some dealers will offer to update the firmware (usually for a fee) if you have access to a Windows computer it can be done for free fairly simply.

The firmware that comes with the radio, even if it is not the most current, will usually suffice for most uses.

As for DMR, NXDN and ProVoice upgrades, these are (still) paid upgrades (not updates, there is a difference).
