If you mean the SAFE-T system, you can get a .usd file generated by going to
http://www.kb8soe.com/396/uasd.php?view=manual or using the program Paul of Uniden posted in the files section here, or by using the program Butel software has released. All 3 methods are free.
Or, since both .csv and .usd files are text files, you can manually copy and paste data from one to the other. (You can use Excel to manipulate the data to put it into the right format.)
Or, if you're going to be getting all your data in the same csv format, you could write a program to convert to .usd format.
