I have a police channel that keeps beeping that sounds like data should I lock it out or deal with it. I Though that if i locked it out some voice transmissions would be Lost. Note I do have the data lock out on the channel.

If it is just an occational data stream I wouldn't lock it out.

Does the 'dataskip' setting help at all?

I have not tried it with the data lockout off in order to identify its efficacy.

Those beeps that you are hearing may be automatic station ID in morse code format. do they happen every 15 minutes or so?
