BCD396T not stopping on FD tone?

I seem to have a small problem with my scanner. My local FD uses a two tone alert. While I'm scanning, if the tone is activated, my scanner may stop on the freq. or more times than not it just keeps scanning. I do not have this problem with any of the other alert tones for other area depts. Some times it will stop on the 1st part of the tone and start scanning again on the second tone. Other times it does just the opposite. Any ideas??? I'm scanning and not using it for tone out. Thanks for any help.

Turn off Data Skip (the solid tones can trick the scanner into thinking it is receiving a data signal).
