Can you review and restore (unlock) all locked out conventional channels on the '396?

Yes, I've read the F-ING manual, in fact, it's discussed on page 79. The problem is that you can't follow the instructions as given in the manual. Page 79 says follow these steps:
Menu
Program System
Select the system
Edit System Options
Rvw ID: Srch L/O

The problem is that there is no such option as "Rvw ID: Srch L/O" under "Edit System Options" (There's also no option to "Clr all L/O IDs" as mentioned) Here are all the options as they actually appear, top to bottom, under "Edit System Options":
Set Quick Key
Set Lockout
Set Hold Time
Set Delay Time
Set Data Skip
Adjust P25 Level

That's it. Why can't I find the "Rvw ID: Srch L/O" menu item?

The only way to unlock all conventional frequencies (and all groups) under one system is to go to any of the channels on the system in question and press and hold the L/O key until it says "All Unlocked" on the screen.

Okay, but the top of page 79 says, "Reviewing Locked out Frequencies". So it's either confusing at best, or an error at worst.

Thank you. I didn't know this. This is good to know. However, it also unlocks all groups in the system as well.

I spent the next five minutes relocking all my locked out channels.

Yep, it's good to know info that may not be in the manual.

Sorry about your unlocked groups, however, I did mentioned it would do that in my previous reply.

No problem - I did it on purpose to see what would happen. I thought it was funny.

I used to have a non trunking Uniden scanner-don't remember which model-that had a lockout review feature where you could review all frequencies that you had locked out, and restore them. I assumed that the '396 had such a feature.

To review locked out channels, scroll through the channels. L/O appears for channels that are locked out.

In trunked systems, you can also review TGID's that have been locked out in ID Search mode, but that are not stored in any channel. Use the menu option referenced in the first post.

For frequency search modes, there is an option to review locked out frequencies.
