BCD396T won't decode P25 Phase I Conventional

I bought a BCD396T for my parents since their local police have gone digital, and am having trouble getting it to decode any P25 signals. The BCD396T just came back from Uniden after being serviced, and I am using it with a Diamond SRH77CA antenna.

When trying to decode P25 conventional signals, I just hear the digital static like if you were trying to monitor a digital signal with an analog scanner.

No tones are saved for the digital channels, and I have tried setting the modulation to Auto, NFM, and FM. Signal strength is good. I have tried following the guide here with no improvement: https://wiki.radioreference.com/index.php/P25_audio_decode_level_adjustment

Any tips or ideas?

I have a BCD396T and they work perfectly on P25 conventional.
Make sure you have CTCSS/DCS set to OFF.
If set to anything else it will NOT receive P25.

I have CTCSS/DCS for all of the P25 frequencies set to "None".

Is there any way to force the scanner into digital decode? It seems like it's just not recognizing they are digital signals.

As far as I know you can't do that except on the XT models.
On the T models P25 decode is automatic and only works if tones/tone search are off.

I messed with the P25 settings and they don't seem to improve anything on the systems in my area. I leave my P25 settings on Manual and 8 and it just seems to work all the time unless signals are too weak to decode reliably.
