Yes, it is possible to damage the front end receiver section of your scanner from having it in close proximity to a transmitting antenna. At our shop we have manufacturers recommendations identifying the minimum separation distance for installing antennas. It varies with different transmit power levels and different receivers. There is little field information as most scanner users don't want to damage their radios trying to find out the limit. There have been several reports of scanner users having damaged their radios by being too close to a transmitting antenna. Personally I would not put a 5-watt radio and a scanner in the vest you described.
