Those options do exactly as labeled--erase all existing favorite lists on the scanner, and re-copy the full US/Canada frequency database to the scanner.

simple, you need to erase fav lists OR you get versions of it, old and new. force write full database also so u get the new version. just check both boxes. maybe someone else can take the time to explain this better for you, but for me, i check both boxes.
