Not in most cases. It depends on the antenna you're using. If you're using an outdoor antenna (a logical thing if you're running the scanner 24x7 on external power) the power source makes zero difference to sensitivity.
But if your scanner has the self-interference issue and you use USB power you may have an issue if you use the stock antenna.
