BCD436HP won't scan an enabled dept

FL 4 is on. Location control in that FL is off. Quick Key status for the System (00) is ON. 2 departments (doi, usfs) are not avoided and have different quick keys, but only usfs dept scans. There are channels in both depts and the channels are not avoided. Even when I manually scroll through depts in that system I can see all departments (including avoided ones) except this doi. What am I missing?

Custom 1 is off in Service types. I turned it on and voila. I need to use ARC software and set all the channels to Federal.

Unless you are scanning the entire DB and want to target specific Service Types, I just enable all Service Types and keep it that way to avoid this issue. If you are doing very targeted scanning using FLs, QKs, etc. I don't see enabling all of them being an issue.

Yes, I typically have them all enabled. Just took me a bit to figure out what was going on.

This post just rescued me from some serious frustration. I had several departments not scanning no matter how I moved them around or what I assigned them to. Did a search, found this post, fixed the problem. AMEN!
I had disabled several services including the ones I couldn't scan. Completely forgot about that feature in the scanner.
