BCD536HP Not Picking Up Transmissions

Hello! My BCD536HP is not picking up transmissions in Charlotte County. I mainly want to listen to police frequencies, but I'd also like to listen to fire and EMS. I've tried using the Sentinel software, but I really don't know if I programmed it correctly since I normally work with older scanners, such as the RadioShack Pro-106. I bought the BCD536HP because I moved to a different state where Phase II systems are used.

Make sure you enable applicable Service Types or you won't hear everything.
