That woulb be done in your router, not in the HP.
And HOW is specific to every router.
The steps required depends on which router you have. For example with some D-link routers the following 5 steps would be used:
1.Fire up your D-Link router’s Web configuration screen and click on its Setup tab.
2. From there, click on Network Settings on the sidebar.
3. Scroll down to the Add DHCP Reservation section, check the Enable box and add your device’s name.
4. Add your device’s IP Address and MAC Address. The IP Address you choose will need to fall within your router’s DHCP UP Address Range (see the DHCP Server Settings section directly above). You should be able to locate your devices MAC Address on the bottom of the device itself.
5. Click Save.

If in infrastructure mode, the IP address is assigned by the router.
Not via the scanner. It can by your router.
Just like nearley every other IP device, it uses dynamic routing.
I guess im used to my printer allowing me to assign an address there first.
Infrastructure uses your home infrastructure's wifi. Access Mode makes the scanner an access point that you connect to, but no connection to home network. Best for automobile where you don't have wifi service.

The bug in the WiFi function in the 536 makes it mandatory to see a WiFi system or it will not start its access point mode. Normally it means that when you are mobile you'll have to start up your mobile phones WiFi share mode.
